Brownback's Budget Moves - 4AM Vote Passes With Minimum

At 4:05AM, after a suspension of the rules, the Kansas House finally cast the deciding vote on a bill that Governor Brownback had begged them to pass.  The bill, which the house had noted fell unconstitutionally short of the Revenue Requirements - about $50M short after their trailer amendment - passed by the barest margin before the members left to head home.

Sitting in the gallery after more than 21 hours in the state house, legislators finally gave in. There will be much written about the bill. I think for a few moments, we should talk about the difficulties presented to the people there.
